For a very long time, TechEd was an IT infrastructure event. Then they started to add more and more developer content as the Microsoft dev offering grew and Microsoft started to finally realize that developers might like to have a Microsoft sponsored event more frequently then the ever so annoyingly infrequent and unpredictable PDC. Even though the amount of dev content at TechEd has grown ever year, it has always felt like a "bolt-on" to the actual event. I've been saying for years that Microsoft needed to have a separate developer event from TechEd that happened every year. PDC just doesn't happen enough and is not focused on what 90% of the developer world cares about.
